The main thing I take issue with (and I am not a cyclist) is that it will discourage cycling (especially as alternate means of transport) and penalize people who are willing to put up with our drivers and triple-digit temperatures. Writing those tickets ties up police resources at a time when our city is paying millions of dollars in overtime alone for policing.
I'm also annoyed that Bruce Todd's biking accident suddenly means that everyone else should be required to wear helmets.
Don't get me wrong; I see cyclists here riding like complete idiots every day. I tend to cut them some slack, since I also see drivers endangering cyclists' lives on the same daily basis.
The study I have not seen, and the one that would be most telling, is how successful helmet laws have been elsewhere in reducing actual fatalities and injuries. There are so many variables of enforcement and adoption that it still seems a murky issue.
