why are the names in quotes?

Is it just me, or does this hotel review make it sound like the front desk staff are sex workers?

With the myriad properties in BWI's "Hotel District", I was more than pleasantly surprised to find the "down home feel" and exquisite service of this property. The front desk staff was exceptional...especially "India", "Kaycee", and "John". They made my stay one of the "best seen to date". Kudos to them and this property. Room 215, while nice, is unacceptably noisy... like a sump pump running all the time. Breakfast was wonderful. I don't believe you'll find more "bang for your buck" than at this property. Don't deprive yourself...experience the place AND front staff for yourself!

The abuse of punctuation marks is also very discomforting.
