Here's the TV Tropes page. Basically, it's a word used to describe a character or show that's cute and sweet and innocent. Luna Lovegood is given as an example of a moe character, or Kaylee from Firefly. So, given the description from the article, the Nemu character is almost certainly moe, but that's her personality, not the relationship between her and the guy.
