That's really weird and ridiculous. I have my older dog trained to both hand signals and voice control, and I'm getting there with the puppy, but unless we're in the house, our back yard, or at the dog park, they stay ON their leashes, and the other end of the leashes stay attached to me.
But then, I have these weird ideas about dogs not being nuisances.
