I propose one should *only* play truth or dare while drinking.

I agree. However one must do something between the time one starts to drink, and becomes drunk enough to play.

My theory is you start out truth or dare sober, therefore letting the mind dream up wild things to dare ( or ask ) that can't possibly come out until some drinking had happened.
