It's too bad we don't have better public transportation. Every night people drive to bars and then drive home. The default is to drive home. Unless you are lucky enough to live close by. And most people don't. I'm not saying people should drive drunk, but I am saying that when the (by far) easiest, most convenient option is to drive, when you don't have extra money for cab fare, when you are parked in a place that will get you towed in the morning, it's a system that is set up to fail.
It's not like that everywhere. It's like that here, though. Also, sometimes you don't realize how drunk you are.
