Apparently, this is some kind of toy for kids to style princess Barbie's hair and affix rhinestones on her head. Apparently though if you have a sensitive child you might want to consider a toy with all limbs. From a review today entitled "OMG" and written by a parent:
We got this as a Santa gift for my almost 4 year old, she asked for a Princess. It got such great reviews, we thought it would be perfect!
She cried and screamed when she saw it, she didn't understand why Santa would bring her a Princess with 1 arm, no body, no legs, and no feet. Yes, we were laughing without her seeing, but to her she was so upset, it really freaked her out. She wouldn't even look at it. She made us hide it and put it away.
