So the caller didn't know if this warranted a call to CPS or not, but the father recently had a psychotic break and is hearing voices telling him to kill and eat his two year old.

..... Can anyone tell me why this would not warrant a call to a protective agency?

He might not actually be a danger, but it's definitely "call in professional opinions" time. Eek.

The risk level in the situation is high by our standards. I just can't imagine someone not doing anything about that.
